In order to coordinate Argentina's participation in the international response system to humanitarian emergencies and to guarantee a contribution according to its possibilities and the needs, it was decided in 1994 to create an international civilian body. The Regional Meetings on International Humanitarian Assistance Mechanisms (MIAH) emerged as an initiative driven by OCHA regional offices. They have as objective to strengthen partnerships among the main humanitarian actors, as well as to disseminate the mission, objectives and tools that OCHA makes available to States for better management of humanitarian assistance.
